INTRODUCTION

RSPCB stands for The Rajasthan State Pollution Control Board, which is a government-authorized body established under the statutes made by the legislature, such as The Water (Prevention and Control of Pollution) Act, 1974, and it was extended to the laws related to the environment, The Air (Prevention and Control of Pollution) Act, 1981. The Boards have the main role to prevent, control and abate water and air pollution and ensure the quality of the environment in the state of Rajasthan.

WHAT IS RAJASTHAN POLLUTION CONTROL BOARD?

The Rajasthan Pollution Control Board was established on February 7, 1975, in accordance with section 4 of the Water (Prevention and Control of Pollution) Act,1974. Its main objectives are to prevent and control water pollution as well as the maintenance or restoration of the water or wholesomeness. To broaden the scope of the Board’s operation, the Environmental (Protection) Act, 1986, was passed by the legislature. Due to the commencement of this act, the issues of various industries and the Environmental (Protection) Act, 1986’s rule are being implemented by the State Board.

WHAT ARE THE RSPCB ONLINE SERVICES?

The RSPCB grants the various online services through its original environmental portal. With this, it enables the businesses, industries and citizens to apply for the pollution-related approvals, check the status of the application and access some guidelines.

Below are the key online services-

·         Applicants can apply online for Authorization and can submit applications for CTE/CTO. Under the Consent to Establish, Permission is required before setting up an industrial unit or activity and the permission is required before commencing operations, which means after establishment under Consent to Operate.

·         Users can search and verify their pending or approved applications online via the authorization status.

·         Applications for environmental consent with detailed guidelines for documents and formats.

·         The units have been categorized over the portal, which includes tools to help industries and determine under which category they fall into (Red/Orange/Green/White).

GENERAL STEPS FOR RSPCB ONLINE?

Below are the steps to apply for RSPCB online services-

1.  Log in to the official portal with a single click via the SSOID. If you don’t have, register for a new account.

2.  After logging in, go to the citizen services and choose the “Rajasthan State Pollution Control Board”.

3.  Now, initiate the new application by clicking apply online at the same time choose the type of application. Fill in details about your industry/project.

4.  Upload all the required documents as per the online checklist.

5.  Pay the required fees online and show them in the portal.

6.  To check the status of your application, choose the status search on the portal.

HOW ARE THE INDUSTRIES CATEGORIZED AS PER THE RAJASTHAN POLLUTION CERTIFICATE?

Industries which fall under the state of Rajasthan are categorised by the RSPCB based on their pollution potential, mainly considering air pollution, water pollution and others. The RSPCB follows the CPCB (Central Pollution Control Board) categorization system and divides industries into four categories:

·         Red Category- The industries that fall under the red category are highly polluting industries and pose significant environmental risks. The key characteristics of the red category are high emissions and effluent discharge, generation of hazardous waste, and monitoring requirements. For Example, Cement Plants, Oil refineries and thermal power plants.

·         Orange Category- The industries that fall under the orange category are moderately polluting industries. The key features of this category are to control emissions and effluents, and the Management of pollution with treatment systems.

·         Green Category- The industries that fall under the green category are low-polluting Industries or cause minimal pollution. The main characteristics are low emissions and minimal waste generation. For example- Bakery Units, handloom and handicraft units, etc.

·         White Category- The industries that fall under the white category are practically non-polluting Industries, and their major characteristics are negligible environmental impact and no effluent or emissions. For example, IT and Software services, educational Institutes and repair workshops.
